Origin of this recording

Does anyone have any information on who performed for this recording, where it was recorded and when?

I can't be sure but I just got noticed/blocked on YouTube and ALL my social media because of this piece and they're claiming it to be: "Dance of the Sugar-Plum Fairy - Paris Conservatoire Orchestra, Anatole Fistoulari". I've listened to the Fistoulari version and it sounds exactly the same to my ears...

But that is according to new legislation passed in 2013 which isn't retroactive. Before that it was 50 years so the recording had already entered the public domain in 2009. Wikipedia also states UK legislation applies "provided the author of the broadcast is an EEA citizen". Assuming the author of the broadcast is the publisher, Decca, that should be an EEA citizen since Decca is located in the UK. So unless Wikipedia gives false or incomplete information, this should be in the public domain.

1
